The Making of the Indebted Man

The Making of the Indebted Man
Available:
Author: Maurizio Lazzarato,Joshua David Jordan
Pages: 199
ISBN: 1584351152
Release: 2012
Editor: Semiotext

DESCRIPTION OF THE BOOK:

Has become a major concern of economic and political leaders. In The Making of the Indebted Man, Maurizio Lazzarato shows that, far from being a threat to the capitalist economy, debt lies at the very core of the neoliberal project. Through a reading of Karl Marx's lesser-known youthful writings on John Mill, and a rereading of writings by Friedrich Nietzsche, Gilles Deleuze, Felix Guattari, and Michel Foucault, Lazzarato demonstrates that debt is above all a political construction, and that the creditor/debtor relation is the fundamental social relation of Western societies.Debt cannot be reduced to a simple economic mechanism, for it is also a technique of "public safety" through which individual and collective subjectivities are governed and controlled. Its aim is to minimize the uncertainty of the time and behavior of the governed. We are forever sinking further into debt to the State, to private insurance, and, on a more general level, to corporations.

DESCRIPTION OF THE BOOK:

UK consumers had £1,459 billion of outstanding debt at November 2009 and personal borrowing represented 160 per cent of household annual pre-tax income. Research in 2008 by the Bank of England found that 11 per cent of people reported difficulty keeping up with their bills and credit commitments. BIS's face-to-face debt advice project has, since April 2006, delivered help to some 270,000 people to the end of September 2009. An NAO survey found that 81 per cent of people who received the advice said it helped. In the recession, demand for support and advice has become greater than capacity. Between July 2008 and July 2009 there was a 28 per cent increase in the number of people contacting advice providers and, in some instances, there is not the capacity to cope. A quarter of advice agencies are either refusing new clients or have a waiting period of over a month. BIS's debt advice project is part of a government-wide strategy to support those struggling with debt. The strategy is complex with over 50 different projects, a number of funding streams, and diffuse responsibilities. Risks to value for money created by this complex delivery structure are not being controlled effectively by the current programme management arrangements. There needs to be better governance, performance management and evaluation. The Department should do more to evaluate how advice can be provided more efficiently, and to assess the role that all debt advice providers, including the private sector, could have in meeting Government's aims for debt advice provision.

DESCRIPTION OF THE BOOK:

Theoretical models predict that countries with unchanged long-run savings preferences will respond to debt relief by running up new debts or by running down assets. And there are some signs that incremental debt relief over the past two decades has fulfilled those predictions. Debt relief is futile for countries with unchanged long-run savings preferences.

DESCRIPTION OF THE BOOK:

Although microcredit programmes have long been considered efficient development tools, many forms of debt-induced distress have emerged in their wake. This has brought to light the problem of over-indebtedness, a topic which has been previously underexplored in the literature. This new book, from a group of leading scholars, explores the manifestations, scale, and economic and social implications of household over-indebtedness in areas conventionally considered as financially excluded. The book approaches debt not only as a financial transaction, but also as a form of social bond, and offers a socioeconomic analysis of over-indebtedness. The volume puts forward a broad definition of over-indebtedness, highlighting its situational and semantic complexity and diversity. It provides a close analysis of local conceptions of debt and over-indebtedness, highlighting frameworks of calculation and the constant renegotiation of their boundaries. On top of this, it looks far beyond microcredit to examine all the financial practices that individuals juggle. The volume argues that over-indebtedness has more to do with social inequalities than financial illiteracy, and should therefore be understood in the light of global trends of financialization. It also reveals the ambiguity of "financial inclusion" policies, and in many respects questions the actions of new credit providers. This book will be valuable reading for students, researchers and policy makers interested in microfinance and development issues.

DESCRIPTION OF THE BOOK:

This paper responds to the Boards’ request to present a proposal addressing country eligibility under the HIPC Initiative sunset clause and discuss related issues. It builds on an informal note to the Boards which explored a number of options to deal with the sunset clause of the HIPC Initiative, which is scheduled to take effect at end-2006. It addresses the concerns raised by Directors in their discussion of the note in July 2006 and proposes that the sunset clause be allowed to take effect and the countries that are assessed to have met the income and indebtedness criteria based on end-2004 data be grandfathered. In response to concerns raised by Directors, it also discusses the issue of a permanent exit from the Initiative for countries wishing to do so.

The Dark Side of Prosperity

The Dark Side of Prosperity
Available:
Author: Mark Horsley
Pages: 204
ISBN: 9781317036487
Release: 2016-03-09
Editor: Routledge

DESCRIPTION OF THE BOOK:

This book offers a critical analysis of consumer credit markets and the growth of outstanding debt, presenting in-depth interview material to explore the phenomenon of mass indebtedness through the life trajectories of self-identified debtors struggling with the pressures of owing money. A rich and original qualitative study of the close relationship between financial capitalism, consumer aspirations, social exclusion and the proliferation of personal indebtedness, The Dark Side of Prosperity examines questions of social identity, subjectivity and consumer motivation in close connection with the socio-cultural ideals of an ’enjoyment society’ that binds the value of the lives of individuals to the endless acquisition and disposal of pecuniary resources and lifestyle symbols. Critically engaging with the work of Giddens, Beck and Bauman, this volume draws on the thought of contemporary philosophers including Zizek, Badiou and Rancière to consider the possibility that the expansion of outstanding consumer credit, despite its many consequences, may be integral to the construction of social identity in a radically indeterminate and increasingly divided society. A ground-breaking work of critical social research this book will appeal to scholars of social theory, contemporary philosophy and political and economic sociology, as well as those with interests in consumer credit and cultures of indebtedness.
